Huge Japanese government financial aids for African nations called Official Development Assistance (ODA) ready for disposal for financing any telecommunication network development or expansion in any country in Africa.
According to The Japan Times Online “The government promised Tuesday to double its official development assistance to Africa to around ¥200 billion by 2012 on a disbursement basis.
A Japanese friend of mind said that the initial requirement is that a ministry in any African country interested should make a written request to the Japanese government to receive the ODA with a supporting project proposal related to telecommunication development or expansion in its country.
Letter must be from the government ministry officially signed by the concerned government officials.
In order for any African government requesting the fund to succeed, it must
understand that one of the requirements is to buy all the needed telecommunication equipments from Japan.
For the Somaliland government, you may also propose to build Internet Infrastructures if you believe that it’s very important in the country. Please note that the Japan government really wants a huge project. So, my idea is to propose also building up GSM or any telecommunication infrastructure at the Somaliland to be owned and operated by the Somaliland government.
To help you during the implementation phase, a reliable contact in the Middle East who is now responsible of building up GSM infrastructure in the Central African Regions would be a very good choice.
